Emission Limit Guidelines

Point source pollution is pollution which is emitted at a discrete, identifiable location, usually via a discharge pipe or outfall, and which can be readily measured.

Where a point source of pollution might cause environmental nuisance or material or serious environmental harm, limits are to be set on the permissible concentrations and/or loads of pollutants present in discharges to waters from point sources of pollution.

The State Government through the Board of Environmental Management and Pollution Control is required by the State Policy on Water Quality Management 1997 to publish emission limit guidelines for common activities which are likely to give rise to "point source" discharges of pollutants to surface waters.

The State Policy also requires regulatory authorities to set point source discharge conditions in accordance with guideline requirements for those activities over which they have regulatory responsibility. The guidelines replace the rescinded Environment Protection (Water Pollution) Regulations 1974.

Emission limit guidelines are developed by Department of Primary Industries, Water and Environment in consultation with public health authorities, local government and industry stakeholders. The emission limits specified in the guidelines are derived from an extensive review of accepted modern technology within the respective industry sectors. They represent a treatment standard that is economically viable and achievable using accepted modern technology.
