Environmental Management and Pollution Control Board
The Board of Environmental Management and Pollution Control (the Board) commenced operations from January 1996, following the enactment of the Environmental Management and Pollution Control Act 1994 (EMPCA).

The Board is an independent statutory body, established as the key decision maker under EMPCA.
Functions
The functions of the Board are to administer and enforce the provisions of this Act, and in particular, to use its best endeavours:
- To protect the environment of Tasmania;
- To further the objectives of this Act;
- To ensure the prevention or control of any act or emission which causes or is capable of causing pollution;
- To co-ordinate all activities, whether governmental or otherwise, as are necessary to manage the use of, protect, restore or improve the environment of Tasmania; and
- To ensure that valuation, pricing and incentive mechanisms are considered in policy making and programme implementation in environmental issues.
The Board members include representatives from Government, industry and the community. The current Chair of the Board is Scott Gadd.
The Board receives professional advice from officers of the Department (Environment Division) through assessments of Development Proposals and Environmental Management Plans (DPEMPs), development and management of Environmental Improvement Programs (EIPs), environmental audits of premises, environmental agreements and reporting of incidents, malfunctions and accidents. The Board receives secretariat support from the Department.

Assessment of Level Two Activities Undertaken by Board
- Hydro Tasmania – Heemskirk Wind Farm – Trial Harbour area.
- Sumitomo Australia – Silica processing plant Wynyard.
- Tasmanian Quality Meats Pty Ltd – Rendering Plant, Burlington Road, Cressy.
- SM Leonard – Sand and Gravel Extraction Marshalls Road, Flowerdale.
- Lloyds North – Quarry at 220 Kimberleys Road, Ulverstone.
- Break O’Day Council – St Helens Sewerage Treatment Plant.
Other Major Activities
The Board:- approved an application from Athena Waste Management for funding from the Environment Protection Fund to carry out a study of waste transfer stations;
- endorsed assessment procedures used by the Environment Division to support the Board’s assessment of Level 2 activities;
- reviewed progress with the Savage River remediation program and approved the budget for the administration of the program for 2005–06;
- approved Guidelines for Decommissioning and Rehabilitation Plans for Mines;
- made recommendations to the Minister in relation to the 2006 Awards for Environmental Excellence;
- approved a proposal by Norske Skog to install a secondary treatment plant at the Boyer pulp and paper mill by 2008, and extend the date by which the mill will achieve accepted modern technology emission limits; and
- required Tasman Group Services to submit a draft Environmental Improvement Program in relation to the King Island Abattoir under s.39 of the Environmental Management and Pollution Control Act 1994 by 31 August 2006
